So the first thing I did was remove the carburetor and to a preliminary cleaning and inspection. The gaskets are in rough shape and will need to be replaced. After reassembly, the engine will run but will only run with maximum choke.

It is running extremely lean for some reason. I'm assuming at this point that there is a vacuum leak near the intake and this the issue may be corrected with a carburetor gasket kit. The pump itself seems to be bad so this will have to be disassembled to see what's going on.
